• Land Account: Australian Bureau of Statistics

  Summary 

  The Land Account is part of suite of environmental-economic accounts being produced by the ABS under the United Nations (UN) System of Environment-Economic Accounts (SEEA) framework. Land accounting measures the change in the land and its attributes resulting from the impact of human and natural activity. The value of a set of land accounts is the ability to measure land attributes by examining stocks at different points in time to support policy around sustainable economic and environmental management. The ABS current strategy includes the development of State/Territory or jurisdictional Land Accounts generally guided by the availability of data.

  • Land statistics are included in the Essential Statistical Assets for Australia, 2015. This includes statistical information regarding land use, and management practices, as well as land accounting. Land quality indicators are also included; • ABS Land Accounts provide an internationally agreed statistical summary of change in land use and cover using datasets included in the FSDF Land Cover and Use theme; • Land Accounts will provide a foundation for the development of Experiential Ecosystem Accounts. The ABS are currently developing an account for the Great Barrier Reef (GBR) region. and • Department of Environment and Energy will likely to be using Environmental Accounts for the next State of Environment report

  The principal legislation determining the functions and responsibilities of the Australian Bureau of Statistics are the Australian Bureau of Statistics Act 1975 and the Census and Statistics Act 1905.

  The ABS recognises that it is operating in a dynamic environment and will undergo major transformation to strategically improve the national statistical infrastructure. Locational data will be an important component of future processes and systems that integrate administrative, transactional and traditional Census and Survey data to fulfil the future statistical requirements of the Australian Community. For example an accurately geocoded Address and Business Register will be required for the design and creation of future ABS Census and Survey frames. A nationally accurate, consistent and maintained cadastral database is required for the design of statistical area classifications such as the Australian Statistical Geography Standard requires. The geocoding to the ASGS of the Census of Population and Housing requires the accurate location of every Australian dwelling to create statistics for local areas. Statistical data linkage of administrative data sets will be an important component of a future statistical infrastructure. Locational data is commonly employed as a linkage variable.

• Environment Protection and Biodiversity Conservation Act 1999

  Summary 

  The Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) is the Australian Government's key piece of environmental legislation which commenced 16 July 2000. The EPBC Act enables the Australian Government to join with the states and territories in providing a truly national scheme of environment and heritage protection and biodiversity conservation. The EPBC Act focuses Australian Government interests on the protection of matters of national environmental significance, with the states and territories having responsibility for matters of state and local significance. The EPBC Act affects any group or individual (including companies) whose actions may have a significant impact on a matter of national environmental significance.

• Environmental Offsets: Department of Environment

  Summary 

  The Department of Environment and Energy administers the Environment Protection and Biodiversity Conservation Act 1999 Environmental Offsets Policy October 2012

  ‘Environmental offsets’ are broadly understood to mean actions taken by developers to compensate for the adverse impacts of their developments. The Australian Government is increasingly considering environmental offsets as part of its process of taking a decision on whether to approve proposed actions under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).

  NEXIS services a number of clients including the insurance sector. This benefit is focusing on the Crisis Coordination Centre.

  Since 2012, GA has been providing spatial support and advice to the Crisis Coordination Centre (CCC) within Emergency Management Australia (EMA) as part of our collaboration with the Attorney-General’s Department.

  A key information requirement identified by EMA was the need to quickly understand what is in an event area. To address this requirement GA designed the Exposure Report which greatly simplifies the interpretation of exposure information for timely emergency response and recovery decision-making.

  The Exposure Report is generated by extracting the relevant attributes from NEXIS such as population and building estimates, agricultural commodities and building costs, and infrastructure counts in the potentially threatened area. This automated process quickly presents the required information in a clear and easily accessible report detailing estimates of what exists in the event area.

  By improving the timeliness and accuracy of information used by the CCC, GA has enhanced the government’s ability to respond to disaster and activate appropriate financial assistance for recovery.

• Emergency Management Australia

  Summary 

  The Crisis Coordination Centre (EMA) is responsible for providing whole-of-government situational awareness to inform national decision-making during a crisis. The centre:

  • Centralises and coordinates information across the Australian Government, states and territories during a crisis in Australia
  • Coordinates Australian Government physical and financial assistance for disaster relief - it is responsible for managing national disaster recovery payments and ensuring states and territory governments, individuals, businesses and primary producers impacted by disasters are well supported through the Commonwealths relief and recovery programs
  • Supports the Department of Foreign Affairs and Trade during major emergencies and events overseas
  • Maintains Australian Government response plans and arrangements for responding to domestic and international incidents

  Baseline data - geographic datasets to support situational awareness and analysis for response and recovery.

  • NEXIS data - for an EMA Exposure Report Product – This is a profile of what is in the footprint of an event (footprint could be hazard or LGA) which calls upon useful "baseline data" as social and economic indicators. This product would be fed into EMA's "National Impact Assessment Model (NIAM)" that needs baseline data to make an assessment of an event’s severity.
  • "Footprints" of a disaster event (observed for flood and bushfire or modelled if observed isn't available) - from states/territories or satellite, or modelled. This would be used to refine the application of the NIAM (benefits in constraining assistance to area impacted than LGA impacted).
  • They need to make an impact and damage assessment for NDRRA – to estimate the impact of an event’s overall initial cost and then assess the level of govt financial assistance (based on infrastructure damage and community impact, or benchmark cost)
  • To know that mitigation efforts and spending are infact reducing the recovery costs (narrow the nexus between mitigation and recovery). Need to determine the cost benefit analysis of mitigation measures and hotspots for mitigation efforts.
• National Native Title Tribunal

  Summary 

  The National Native Title Tribunal (NNTT) is an independent agency established by the Native Title Act 1993 (Cth) (the Act).

  The Tribunal comprises a President and Members, who are appointed by the Governor General under the Act to make decisions, conduct inquiries, reviews and mediations, and assist various parties with native title applications, and Indigenous land use agreements (ILUAs).

  The NNTT is supported by the Native Title Registrar, also appointed by the Governor General. Together, the statutory office-holders of the Tribunal, (the President, Members and the Registrar), each have separate and specific functions and responsibilities to perform under the Act.

  Role of the Tribunal

  The President and Members have statutory functions including:

  • arbitral decision making
  • administrative decision making
  • conducting inquiries
  • conducting mediations
  • conducting reviews
  • assisting parties with agreements to settle applications
  • assisting parties to negotiate Indigenous land use agreements (ILUAs)
  • assisting representative Aboriginal and Torres Strait Islander Bodies under the Act.

  Role of the Native Title Registrar

  The Registrar has statutory responsibilities including:

  • maintaining three Registers: the National Native Title Register, the Register of Native Title Claims and the Register of Indigenous Land Use Agreements
  • assessing claimant applications for registration
  • giving notice of native title applications and ILUAs
  • registering ILUAs
  • providing assistance
  • providing information.

  Publishing native title information in a geospatial form, enables efficient querying and searching of native title information, enabling clear communication of title information through the means of geospatial mapping and visualisation methods.

  The foundation spatial data frameworks, primary dataset set of use is the Cadastre, which is produced and managed by each of the Australian State and Territory governments.
